Yes. Canadian universities admit Sri Lankan students on A-Level results — local or Cambridge/Edexcel — typically wanting strong passes in three subjects relevant to the programme, plus English proficiency (usually IELTS 6.5). No foundation year is required for students who meet the entry bar. Some competitive programmes, especially engineering and computer science, also look closely at A-Level Mathematics grades specifically.
