Returning to School After P2HA: MOE Updates Parents Need to Know
From 28 June onwards, Primary 1 to 3 pupils will remain on home-based learning for a week before returning on 6 July. Here is a full breakdown of MOE’s plans as students head back after Phase 2 Heightened Alert (P2HA).
The P2HA period lasted a month, and the country is now easing measures. How does this affect students? Are they continuing with home-based learning (HBL)? Below are the key updates MOE released about returning to school.

All you need to know about the reopening of schools
Primary 1 to 3
Primary 1 to 3 students are on holidays until 28 June. They will stay on HBL for the first week of Term 3 and return to school on Tuesday, 6 July (Monday is Youth Day).

Primary 4 to 6 students will return to school when Term 3 begins on 28 June.

Secondary 1 and 2 students
Lower secondary students will complete three days of HBL (28–30 June) and return on Thursday, 1 July.

Secondary 3 to 5, junior colleges, and Millennia Institute will resume in-person classes from 28 June.

This phased return keeps students and staff safe while reopening campuses.
Dining
Schools will implement fixed exam-style seating and staggered recess timings, keeping at least 1 m between students.
Resumption of enrichment classes in schools
- Only graduating students resume in-person centre-based classes (e.g., third language, art, music) in the first week of Term 3; non-graduating students remain on HBL.
- All centre-based classes resume physically for every level from the second week of Term 3.
CCAs
- CCAs restart gradually from Week 2 of Term 3, beginning with low-risk activities.
- CCA competitions: National School Games for Junior and C Divisions, plus remaining A Division games, are cancelled to minimise inter-school mixing.
Institutes of Higher Learning (IHLs)
MOE will gradually allow IHL students to return to campus, with the following measures:
- Masks worn at all times, daily temperature taking, and entry screening.
- Dining: Canteens and dining halls must maintain safe management measures.
- Small classes & consultations: From 21 June, previously online small-group sessions can resume on campus.
- Labs and practicals: Essential in-person sessions continue.
- Examinations: In-person exams proceed with no more than 50 people per venue.
- Lectures & large classes: Sessions with more than 50 participants stay online.
Kindergarten and child care centres
MOE kindergartens and school-based student care centres reopen from 28 June to support families needing care arrangements.
Special school students
Special education students return in stages from 28 June, with all back by 6 July.
Tuition and enrichment classes
All tuition and enrichment classes for learners aged 18 and below may resume face-to-face lessons from 21 June.
