International schools are not inspected by Ofsted. British-curriculum schools abroad can seek voluntary British Schools Overseas (BSO) accreditation; since 15 July 2026 its approved inspectorates are Education Development Trust and ISI. Dubai and Abu Dhabi schools are also inspected by KHDA and ADEK, and KHDA’s 2026-27 visits come with no more than 24 hours’ notice.
This is the hub for our Inspection & Accreditation Beyond Ofsted pillar. It covers the frameworks international schools are actually judged against, and how to keep the evidence ready.
Which inspections apply to an international school?
It depends on where the school is and what it chooses to join. Local regulators are compulsory where they exist. BSO and membership accreditations are voluntary.
| Framework | Who runs it | Compulsory? | Rating or outcome |
|---|---|---|---|
| British Schools Overseas | UK Department for Education, via approved inspectorates | No, voluntary | Accreditation, renewed by inspection every 3 years |
| KHDA (Dubai) | Knowledge and Human Development Authority | Yes, for Dubai private schools | Six-point overall rating after a full inspection |
| Irtiqa’a (Abu Dhabi) | Department of Education and Knowledge (ADEK) | Yes, for Abu Dhabi private schools | Inspection rating displayed on a school performance plaque |
| National regulators elsewhere | Education ministries, e.g. in Egypt, Saudi Arabia, Kenya and Pakistan | Yes, under national law | Varies by country; see Saudi Arabia’s new Education Law and Egypt’s new rules |
Ofsted inspects schools in England. Its frameworks apply to international schools only indirectly, through BSO standards that are aligned with those for independent schools in England. UK-focused guidance on this blog sits in our UK Schools & Ofsted category.
What is British Schools Overseas accreditation?
BSO is “DfE’s voluntary accreditation scheme for overseas schools” (GOV.UK). Schools are inspected against the British schools overseas: standards for schools, which align with the independent school standards and boarding national minimum standards used in England.
Three facts matter for planning:
- Inspectorates. Since 15 July 2026, the approved inspectorates are Education Development Trust and the Independent Schools Inspectorate (ISI). GOV.UK records the change as “Updated to remove Penta International as an approved BSO inspectorate”. Schools previously inspected by Penta will need one of the two remaining providers at their next inspection.
- Cycle. “Maintaining BSO accreditation is conditional on a school having an inspection every 3 years.”
- Fees. “DfE has no role in setting fees for BSO inspections. These are set by the inspectorate.”
- Dubai. Schools in Dubai request a BSO inspection through KHDA, which “works in partnership with the Education Development Trust”.
The BSO standards have nine parts, from quality of education to boarding. Our guide to British Schools Overseas inspection in 2026 sets out each part and how inspections run.
What should schools previously inspected by Penta do?
Plan the next inspection with one of the two remaining inspectorates now, rather than when it falls due. Accreditation depends on an inspection every three years. With one fewer provider, a school due in 2027 has less choice of dates and should expect to book earlier. Three steps:
- Check when the current accreditation’s three-year cycle ends.
- Contact Education Development Trust and ISI for availability and fees, which each inspectorate sets itself.
- Re-read the British schools overseas: standards for schools against the school’s current policies, because a new inspectorate may read the evidence differently.
Should a school seek BSO accreditation?
It is a choice, not an obligation, and the value depends on the school’s market. BSO shows parents and teachers that a school meets standards aligned with those in England, which matters most where families compare British schools directly. It also affects recruitment: GOV.UK states that “schools without BSO accreditation cannot offer statutory induction to ECTs” (early career teachers), and accredited schools must also belong to a listed organisation such as COBIS, BSME or FOBISIA to provide it. Against that, BSO adds a three-yearly inspection on top of any local regulator. Schools already rated by KHDA or ADEK should weigh whether the extra evidence work is justified by what their families look for. For how BSO compares with Ofsted, see BSO vs Ofsted; for COBIS, BSME and CIS, see choosing an accreditation route.
What changes in KHDA inspections in 2026-27?
KHDA resumes quality assurance visits to Dubai private schools in 2026-27, after full inspections were paused in 2024-25 and 2025-26. Schools get “no more than 24 hours’ notice”. Each visit is either a full inspection, which publishes an overall rating, or a shorter monitoring visit, which does not. The framework is unchanged: visits “will continue to be guided by the 2015-2016 UAE School Inspection Framework”, with six performance standards and 17 indicators (KHDA).
The rating scale runs Outstanding, Very good, Good, Acceptable, Weak and Very weak. In the last full round, for 2023-24, 81% of Dubai students attended schools rated Good or better. The full explainer is KHDA Inspection Framework 2026-27: What Has Changed and How to Prepare.
How does ADEK’s Irtiqa’a work in Abu Dhabi?
Irtiqa’a is ADEK’s inspection programme for Abu Dhabi private schools. It evaluates performance in six core areas: student achievement, personal and social development, teaching and assessment, curriculum quality, student care and wellbeing, and leadership effectiveness. Since June 2025, every private school displays a School Performance Plaque at its entrance. It shows the school’s latest Irtiqa’a rating and its National Identity Mark, and ADEK plans to add a Wellbeing Mark (ADEK). The full explainer is ADEK Irtiqa’a Framework Explained.
Abu Dhabi schools also face ADEK’s AI Literacy initiative and its requirement that AI tools meet ADEK’s standards. See KHDA and ADEK AI literacy requirements.
How do BSO, KHDA and ADEK compare?
The frameworks differ in who runs them, but they judge the same core areas: achievement, personal development, teaching and assessment, curriculum, care, and leadership.
| BSO | KHDA | ADEK Irtiqa’a | |
|---|---|---|---|
| Basis | BSO standards, aligned to England’s independent school standards | 2015-16 UAE School Inspection Framework | ADEK inspection framework, six core areas |
| Notice | Set by the inspectorate | No more than 24 hours (2026-27) | Set by ADEK |
| Public outcome | Accreditation and report | Published report and overall rating | Plaque with rating and National Identity Mark |
| Local priorities | England’s standards | Islamic Education, Arabic, UAE social studies, Emirati learners | National identity, wellbeing |
A school that holds both BSO accreditation and a KHDA or ADEK rating can build one evidence base for both. The achievement and teaching evidence overlaps almost entirely.
How do schools stay inspection-ready with short notice?
Treat inspection evidence as a by-product of normal work, not a project. When notice is 24 hours, there is no time to assemble anything. Four things should always be current:
- Self-evaluation. A self-evaluation form (SEF) that matches the school’s own data, updated at least termly.
- Attainment and progress data by subject, phase and student group, including external benchmark tests.
- Evidence of improvement. What changed since the last inspection, and what happened to results as a result.
- Assessment records. Marked mocks and assessments that show how the school knows what students know. The standard exam boards applied when exams were cancelled in 2026 is a useful benchmark.
What evidence do inspectors ask for on achievement?
Inspectors across all three frameworks start from outcomes and then test how the school knows them. For a Cambridge or Edexcel school that means:
- external results, set against the school’s own targets and prior years
- internal assessment showing progress between exam years, for example from Lower Secondary Checkpoint to IGCSE
- evidence that assessment is standardised across classes
- evidence of action where groups fall behind
The weakest schools have results but no account of how they got them. For the UAE detail, including KHDA’s 2026-27 benchmark test requirements and ADEK’s assessment policy, see evidencing attainment and progress for KHDA and ADEK. The strongest can show, for any class, what students have learned, what gaps remain and what teachers are doing about them.
How schools do this with AI Buddy
AI Buddy keeps attainment and progress evidence live. Every mock and practice paper is marked instantly and recorded per student, subject, topic and class. Leaders can show cohort attainment, progress over time and learning gaps whenever an inspector asks. The same record serves BSO, KHDA and ADEK. Judgements about teaching, care and leadership rest on the school’s own evidence; AI Buddy covers the assessment record behind them.
