BSO vs Ofsted: What Is Different for British Schools Overseas

Are British international schools inspected by Ofsted? How Ofsted's 2025 report-card framework for schools in England differs from British Schools Overseas accreditation: who inspects, what is judged, grades vs met/not met, frequency, and Ofsted's role in monitoring BSO inspectorates.

No, Ofsted does not inspect British international schools. Ofsted inspects schools in England and gives graded report cards. British schools overseas can instead seek the Department for Education’s voluntary British Schools Overseas (BSO) accreditation. Approved inspectorates judge BSO standards as met or not met, every three years. Ofsted’s role abroad is to monitor those inspectorates.

Does Ofsted inspect schools outside England?

Not directly. Ofsted’s state-funded school inspection toolkit covers “state-funded schools under sections 5 and 8 of the Education Act 2005”, which are schools in England. Overseas, “Ofsted reports on the quality of the inspection work carried out by the inspectorates of British schools overseas” (GOV.UK). Its May 2026 letter on ISI, for example, found that “ISI meets the standards required of BSO inspectorates in full”.

So when an international school says it is “Ofsted-style”, it usually means it was inspected by a BSO inspectorate against standards aligned with England’s independent school standards. Since 15 July 2026, the approved BSO inspectorates are Education Development Trust and the Independent Schools Inspectorate (ISI).

What did Ofsted change in 2025?

It replaced single-word judgements with report cards. From 10 November 2025, “the 5 grades have been renamed ‘urgent improvement’, ‘needs attention’, ‘expected standard’, ‘strong standard’, and the new highest grade of ‘exceptional’”. Non-association independent schools followed from January 2026. The current toolkit, v2.0 for use from 7 September 2026, grades evaluation areas including:

  • inclusion
  • curriculum and teaching
  • achievement
  • attendance and behaviour
  • personal development and wellbeing
  • leadership and governance

It also covers early years and post-16 provision where relevant, and records safeguarding separately as met or not met.

None of this changes BSO directly. BSO inspections continue against the BSO standards. Schools that describe their quality to UK-leaning families in Ofsted terms, such as “outstanding”, should avoid it: BSO does not award those grades.

How is a BSO inspection judged?

Against each section of the standards, with no grades. ISI’s handbook says “inspectors will reach a judgement about whether BSO standards are met in each section of the Framework”. If standards are not met, ISI may offer to pause the inspection so the school can fix them. The fixes “must take place within three term-time months of the pause”. If the school still does not meet the standards, “there will be no published inspection report”. The findings go to the head and the DfE, and the school must start afresh to gain accreditation later. If all standards are met, “the school will be granted BSO accreditation for three years from the date of the end of the inspection”.

Why would a school choose BSO?

For recognition by UK-oriented families and for teacher recruitment. GOV.UK says “schools without BSO accreditation cannot offer statutory induction to ECTs” (early career teachers). Accredited schools must also belong to a listed association, such as COBIS, BSME, FOBISIA or NABSS. BSO also shows alignment with England’s standards, which Ofsted cannot provide overseas. What should leaders take from Ofsted’s new framework?

Its evaluation areas are a useful self-evaluation checklist, even though they don’t apply abroad. Ofsted’s toolkit gives separate weight to inclusion and to achievement. Those two areas are where international schools most often lack clear evidence. BSO inspectors look at quality of education and leadership under the BSO standards. A school that can show achievement by cohort, and support for pupils who need it, is prepared for either.
