What changed for IG schools in Egypt in 2026-27?
Three rules, announced on 10 September 2026 and reported by Elnabaa and Cairo24:

The national-subject weighting is what people usually mean by Egypt’s “20% rule”. It is not a quota on students. It means national subjects make up a fifth of the grade that counts in Egypt. It was phased in from 2024-25 and reached Grade 10 in 2025-26, according to Egyptian reporting, and has now been restated for 2026-27. Schools should confirm the details of assessment, which the Ministry organises, with their local directorate. What is the Ministry’s takeover of certificate accreditation?
From April 2026, the Ministry of Education stamps American Diploma certificates through a central committee, replacing the fees parents paid to the foreign accreditor Cognia. Enterprise (6 April 2026) reported that the old fee of USD 800–1,100 per certificate was replaced by EGP 6,000 for the first copy, EGP 3,000 for the second and EGP 2,000 for the third. On 10 September 2026, the Minister said parents had been paying about USD 10 million a year to foreign accreditors (Youm7).
Does this apply to IGCSE? Not confirmed. Arabic-language reports name only the American Diploma. Under the current university coordination rules, IGCSE certificates are stamped by the British Council and by the Ministry’s General Administration for Examinations. IG school leaders should watch for a Ministry announcement before the 2027 admissions round.
Which IGCSE subjects are accepted for Egyptian university admission?
The rules sit in the university coordination (Tansik) guide. Ain Shams University’s equivalent certificates page, citing the 2024-25 guide, sets out:
- Eight O Level or IGCSE subjects passed at grade C or 4 or above, including the subjects each faculty requires.
- Medicine, pharmacy, dentistry, physiotherapy, veterinary and nursing: A Level Biology at grade D or above, or two AS Levels (Biology plus Chemistry, Physics or Mathematics) at D or above.
- Engineering, computing and architecture: A Level Mathematics at D or above, or two AS Levels (Mathematics plus Chemistry, Physics or Accounting).
- Sittings: subjects taken in no more than five sittings within the last three school years.
- National subjects: students from schools inside Egypt must also present their Thanaweya Amma certificate for Arabic, Religion and National Education.
These are the 2024-25 rules as published by the university. Check the current year’s coordination guide before advising a cohort. In September 2026, the Ministry also asked the Supreme Council of Universities to apply the same rules to LRN IGCSE and A Level certificates taken abroad (Masrawy, 6 September 2026).
How should IG schools respond?
Treat national subjects as part of the academic programme, not an add-on. With 20% of the grade at stake:
- Timetable Arabic and history or social studies properly, taught by qualified teachers, from basic education through secondary.
- Track national-subject attainment alongside IGCSE subjects, because it now affects the final grade.
- Review transfer and admissions policy for Grade 12, and communicate the ban to families before they apply.
- Check licensed capacity against enrolment before inspection.
- Advise families on university routes early. The eight-subject rule, the five-sittings limit and faculty-specific A or AS Level requirements shape IGCSE and A Level choices from Year 9.
